Either one is capable of writing one's own high-quality CSPRNG (in which 
case one wouldn't be asking the question), or one finds a good, reliable 
CSPRNG that is already publicly available for one's platform and which 
has been analysed by the cryptographic community and found to be fit for 
purpose.
