It isn't even a vicious circle, let alone a viscious circle. The easiest 
way to explain this is to consider two CSPRNGs, X and Y.

X can be used to generate RSA primes, thus making it possible to use RSA.

RSA can be used to implement Y.

I don't see the problem, and I certainly don't see any circles, be they 
vicious, viscious, viscous, or even vicarious.
