It sounds a lot like the battery needs to be replaced. I just had to 
replace one in a 2006 Dell Dimension, which was displaying somewhat 
similar symptoms. What happened to me was that the battery was too weak 
to remember the customized BIOS settings, including system time and boot 
order, so it would revert to the defaults and mess up the boot. Biggest 
thing was that the default boot order was looking for a floppy drive 
that isn't there.

It'll be easy to find, once you've opened the case. Look for a 
nickel-sized disk held in a bracket. In my limited experience it's 
usually a CR2032 lithium battery, but don't buy one before you check, as 
it could easily be something else. Be careful when removing and 
installing the battery, as you don't want to damage that bracket.
