I've already said that the requirement that certain behaviors must
be documented implies that that documentation must be accurate.
The standard does not require documentation for other behaviors to
exist at all.

Implementation-defined and locale-specific characteristics and
extensions.

I suppose that any documentation required to understand
implementation-defined behavior is part of the documentation for that
behavior, and therefore must be accurate.

Why do you insist that any problem with an implementation must
be a violation of the standard?  If a compiler is buggy and/or
incorrectly documented, complain to the vendor.  That complaint
doesn't have to refer to the ISO C standard.

Whether it's desirable or not, it's an accurate statement.
An otherwise conforming implementation whose documentation states
that it will shine your shoes during translation phase 2, but does
not actually do so, does not violate the standard.

If you want to advocate adding a clause to the standard that says
an implementation's documentation must be entirely accurate, even
for things that are outside the scope of the standard, that's fine.
I think it would be a silly requirement, I don't know what problem
it would solve, and it does not exist in the current standard.
