But there's also a difference between knowing that something will work
99% of the time and knowing it will work 0% of the time, because the
compiler is required to reject it.  The latter is a prohibition; the
former (again, in spite of the Standard's use of the word) is not.

The only point I'm making here is about your use of the word
"prohibition".
