Why would you expect that?  I wouldn't expect a one's-complement
implementation to waste a bit and sacrifice half the range of
a signed type.  (Then again, I've never used a one's-complement
system.)

I presume that was a typo.  Integer is signed in Pascal.  Standard
Pascal doesn't have a Byte type, though some dialects support it
(and Free Pascal appears to treat it as unsigned).

Assuming that Gosling "completely failed to notice" something is a bit
arrogant, don't you think?  He merely reached a different conclusion
than you would have.
