That happens. The best standards get revised because people use them.
Forth 200x for example.

INCITS didn't ratify C89 since it had a number of errors. INCITS/ISO/IEC
9899: 1999 colloquially C90 has been withdrawn since it has been
superceded. You will find difficuty in finding a free and legal copy.
