Guido Vollbeding's proposal(*) covers 3 themes.

- Alternative coefficient scan sequences for DCT coefficient coding
- SmartScale extension in the Start-Of-Scan (SOS) marker segment
- Frame Offset definition in or in addition to the SOF marker segment
