Usually it's for backwards compatibility.  Release N+1 of a compiler
compiles programs with more-or-less the same semantics as release N
did.

After enough releases, and changes to the standard, what you're doing
for historical reasons might well not be the same as what you'd do if
you were able to start from scratch.

But, of course, you already knew that.
