Which is why the marketplace is regulated.  Cartels, where found, are 
punished really quite severely.

Except that firms flourish or die at the mercy of the consumers, aka 
"the common people".

So?  Does this guild/society have any actual power?  Do they dictate 
defence procurement?  Do they formulate government policy?

The City of London is a separate and distinct legal entity from Greater 
London.  It existed for centuries when "London" did not have a mayor or 
a city hall or any sort of administration beyond the level of individual 
boroughs.
