The signal was always electrical, and I can tell you that at the times we used it, there was no noticeable delay (yes, I used a modem to connect over 2000Km, submarine cable included). There are other issues, like bandwidth. And that the old POTS network had a very small delay (there were standards to comply with), but more importantly, the delay was constant during the entire connection - something Internet can not guarantee. -- Cheers, Carlos.
