The advantage of using an IMSI catcher over asking the phone operator is, that they get the desired information in real time and without having to go through a legal authorization process. Of course, they are required to delete unneeded information afterwards (at least here in germany) - but the definition of unneeded is rather vague, and nobody is able to verify the deletion.
