Of course they can. You simply have to trust the Android system not to
pass this information to apps. In this situation the most a web page or
app can do is gleaning the position from the current IP address. Maybe
from the WiFI SSID, if it has that permission to read it.
However, authorities still can track the phones, even dumb phones. Not
by doing anything on the phones, but by correlating tower logs, ie, by
asking the ISP to find the location of any phone in the past. Hopefully
with a search warrant.
