Bull shit. "Air" was Maxwell's primary example of a medium for his e-m 
waves, and his only other specific example was "paraffin wax". Both

"Treatise on Electricity and Magnetism". Read it Henry.

fully explaining stellar aberration when assuming that the light
travels relative to the matter it travels through.
