At some point in space, light is travelling at some speed. So which 
volume does the Universe use for its average - the small one, or the 
large one?

We may not usually care about the effects of turbulent flow on sound 
waves, but we can certainly detect it we want to.

It's far from clear that that is true. More likely the net momentum of 
the medium will change each time a particle bounces off the walls of the 
chamber, causing the same change, in reverse to the chamber itself. The 
consequences of that would surely have been noticed.

And why doesn't that apply to water.

Nothing stops one from measuring the speed of light relative to oneself. 
The problem for you is explaining why the measurement doesn't produce 
varying results depending on whether it relates to light passing through 
a vacuum chamber on Earth, or passing through interplanetary space.
