No, you get undefined behaviour which can show up as a single object.
It is common for implementations to merge common definitions during
link, but not all of them do and gcc can be asked not to.

No, then it is correct and that the usual way to write such things:
defined in one TU and only declared in another.

extern is only really significant in that it allows you to write an
object declaration rather than a definition.  If C had no extern keyword
you would not be able to sat "x is an int defined somewhere else":

  extern int x;  // without the extern this is a definition of x

It won't prevent a declaration from also being a definition:

  extern int x = 42; // now a definition because of the initialiser

but that's not how it is usually used.
