* When 'extern' is used in an external *definition*, it means
"exported".
Examples:
extern int i = 42; // Definition, since it includes an initializer
extern void foo(void) // Definition, since it includes a body
{
...
}
* When 'extern' is applied to an external non-defining *declaration*,
it means "imported".
Examples:
extern int i; // Non-defining declaration
extern void foo(void); // Non-defining declaration
Granted, in most of these examples 'extern' is redundant. But that's a
different story.
P.S. In C++ 'extern' becomes non-redundant when used with 'const' object
definitions, since in C++ 'const' objects have internal linkage by default
// C++
extern const int i = 42;
// Definition, since it includes an initializer
// This definition is explicitly "exported" by this 'extern', since
// otherwise it would have been invisible to the external world
