I believe I gave him that idea by saying that the library is a separate 
project from the compiler, and that some C libraries can be used with 
multiple compilers - or at least different versions and targets of the 
same basic compiler.

Extending this to think that this means that the library in question is 
completely independent and interchangeable, is Bart's extrapolation of that.
