For commutative operations, it is a waste of opcode space to have
constants as both 1st and 2nd operand, so it makes much more sense to
keep the position of the immediate argument fixed and provide two
instructions for non-commutative operations (like reverse subtract).  In
fact, if you have signed immediates, it makes more sense to have a
revers-subtract-immediate instruction than a subtract-immediate
instruction, since the latter is just an add-immediate with opposite
sign.  So you don't really need both.  This, obviously, won't work for
reverse-division-immediate, but IIRC, few RISC processors even have
divide-immediate instructions in the first place, so there is no lack of
symmetry.  Apart from 1/x, there are few interesting cases of k/x
anyway, so I see little need for a reverse-division-immediate
instruction.
