Note: INT_MAX >= SCHAR_MAX is mandatory (6.2.5p8 combined with
6.3.1.1p1). Therefore, if INT_MAX < CHAR_MAX, then CHAR_MAX ==
UCHAR_MAX, and CHAR_MIN == 0.

sizeof(int) >=1, with sizeof(int)==1 being by far the most likely
possibility, since otherwise it would have to contain at least
(sizeof(int)-1)*CHAR_BIT padding bits. And on such a system, CHAR_BIT
>=16, so that's a lot of padding bits.
