C implementations exist on platforms with many kinds of linkers.  Some
of them require every symbol that is shared between modules be exported
by exactly one module (with the rest of the models importing it).  Others
can allow multiple modules to weakly export a symbol provided that at least
one exports the symbol somehow, and at most one exports it strongly.  Code
which includes non-qualified declarations of the same name in different
files will thus be accepted by some linkers and rejected by others.
