It's not just Edinburgh and Glasgow.  Most Scottish towns have their own set
of local holidays, which can differ from neighbouring towns only a few miles
away.  In Dundee they could differ from those in Edinburgh and Glasgow, and
from those in Fife, just across the river.  In Dundee and round about, the
local holiday towards the end of May or the start of June was often called
"Victoria Day" and I think was something to do with that queen's summer
journey to Balmoral.

there is a set of Scottish bank holidays which are the same across Scotland,
but banks are not actually obliged to shut and since 1996 have harmonised
their closure with English bank holidays!

Local holidays are observed by many businesses and are set by local
authorities.  But there's no guarantee that you'd get a local holiday off
work if you work in Scotland: it depends on your employer.  So in some
senses, there are no genuine public holidays in Scotland.  I worked with
colleagues who could remember long ago when people worked on Christmas Day,
for example.

I think about the only dates you could guarantee wanting to know throughout
Scotland would be those round Easter (though Good Friday was not a holiday in
Dundee generally), Christmas Day and New Year.

I found it was still handy being reminded what the bank holidays were south
of the border, because there was often no point ringing colleagues in England
on bank holidays, even though we were at work.

The Dundee local holidays seemed to apply to schools, and businesses that
chose to observe them.  We were never quite sure whether the post offices or
would follow the local holiday or the English bank holiday, but it seems
from the web page just cited that perhaps they were following the Scottish
national bank holidays instead!  Sometimes our local holidays in Dundee
coincided with English bank holidays anyway, and when they didn't I never did
a systematic survey to find out what happened!
