Not really. Some applications can be bigger downloads than the OS.

Last time I looked, some places like Amazon were still selling older
versions of Mac OS X that did come on DVD. There are even some places
like Hardcore Mac http://www.hardcoremac.com which are still selling
brand new boxed versions of System 7 which Apple released in 1991 and
other old software.

I haven't checked recently what Apple itself is doing - from a quick
look you can still buy Snow Leopard because that's is the minimum OS
you can have before upgrading to the newer download only OS X versions.
