If this proposal is accepted, and later the (then obsolescent) "1."
notation is destandardized, "1." would not be a number of any kind in
the standard. Standardizing it as FP number would be another
proposal; from the reactions on this proposal my guess is that we will
never see such a proposal (just as we don't see a proposal for NOT),
because "1." will be accepted by some systems as double number
forever, so any other interpretation would be in conflict.
