Competition is also a great motivator. Whether this approach is
presented more as a competition or more as uncoordinated parallel
development of different approaches for the same problem is a matter
of emphasis. That's up for management to choose.
One question there is: do you want the various groups to work openly
(so they can inspire each other), or in secret (so they do not fall
prey to the same mistake which they got from a particularly convincing
presentation)? If the latter, make it more competetive, with bonuses
for the winners etc.

Yes, but that's not what I was referring to; doing that is much more
cooperative than when you work on your own research topic. And while
there is certainly a lot of cooperation in science, we all learn from
each other and pick up other peoples ideas and integrate them into our
work, there is also the issue that different research groups often
work on pretty much the same topics in parallel. There is also a more
explicitly competetive element, particularly in CS: At a prestigious
conference only maybe 30 papers out of maybe 150 submissions is
accepted; research funding institutions accept only the best research
proposals for funding.
