The problem as posed is: If you want to waste a lot of man-years on a
project that should be finished in a short time, how do you go about
it? One idea is to exploit search parallelism by letting different
teams work at it. They will choose different approaches and/or take
different design decisions; most of them will finish faster than one
project that tries to employ all 1000 people in one project (unless
there is embarassingly parallel work in the project), and some will
finish much faster.
We work that way in many areas, including programming: In science
research groups work non-exclusively on research topics that they
perceive relevant, different companies work on products independently
and in parallel, different programming projects work on solving the
same or similar problems (just today I heard a talk where the
presenter said that there is a new web framework every week).

Sure, that's the idea Bernd is promoting. It certainly seems quite
appropriate if you want to finish quickly.

Which resonates with many things we have read here about why Forth is
not more popular.
