Legally a provider shouldn't be able to re-use someone's email address
(or phone number for that matter). It has privacy issues - for example
if your doctor sends through some medical information after you've
closed your account, but haven't given them the new one yet, then that
information could potentially be received by a new person re-using the
old account's email address.

In many cases you can still access you old ISP-based email address even
years after the account has been closed and you're using a different
ISP.
