It is a fallacy to assume that a wave requires a medium to be propagated.
James Clerk Maxwell posited in 1864 that light is an electromagnetic wave.
Heinrich Hertz confirmed this experimentally in 1886.
However, later experiments found no evidence of any form of Maxwell’s
luminoferous ether.

There is experimental evidence that electromagnetic waves can and do
propagate in a vacuum, and that light is an electromagnetic wave. That does
not mean that photons cannot be particles of light, or that photons have to
have a non-zero mass in order to exhibit a wave-like nature.
