I'm still using High Sierra, but according to some places these options 
still works in Ventura and Sonoma


Option 1:
Instead of double-clicking a newly installed app, right click on the 
new app and choose "Open", then confirm you understand you're opening 
an 'unknown' app. Usually this works, but for some stubborn apps you 
may need to use Option 2.


Option 2:
You can turn off Gatekeeper by using the Terminal command
   sudo spctl --master-disable
That reinstates the hidden "Anywhere" option as the default in System 
Settings > Privacy & Security to let you more easily open any new app 
by double-clicking them as normal.
If you want to turn GateKeeper back on (and hide the "Anywhere" option) 
after new app has been opened for the first time, use the Terminal 
command
   sudo spctl --master-enable

Because Apple keeps adding more and more gimmickry, rather than fixing 
the actual existing issues. It's getting even worse with all the 
useless "AI" nonsense being shovelled in now too.  :-(
