i know quite well what it means.

that's what prepaid means, paying before, and t-mobile is not the only
option.

the term you're looking for is pay as you go, which is also sold as
prepaid and is also available here. 

everyone has different needs, which is why there are a *lot* of mvnos,
each offering something a little different from their competitors.

the big four, at&t, verizon, sprint & t-mobile have prepaid plans, but
they are not as cheap as some of the mvno offerings.

t-mobile used to offer a completely free tablet data-only plan with 200
mb, sufficient for casual use. no payment information was needed to
sign up, making it *impossible* to be charged any fees. however, it has
been discontinued for new signups. existing customers can continue to
use it. 

tl;dr there are a *lot* of choices.
