no, that's not what they're claiming.

the issue is *not* how fast or slow the individual 32 bit apps run, but
what the effect of running *any* 32 bit apps have on the *rest* *of*
*the* *system*.

as has been explained to you many times, this time being yet another,
launching a 32 bit app must load the 32 bit frameworks which is what
causes a performance hit for *everything*.
