Some app may have made changes to the registry that made the system unbootable. This means that the current settings are preventing the machine from booting. Not that the registry has suddenly become corrupted and is no longer readable. The previous versions/restore-points are there to roll-back to in case the user wants to revert to the previous state. It's a problem with the contents - not the integrity of the registry itself.

In other words, you won't actually experience a slowdown as a larger registry does nothing more than take more RAM but not more CPU cycles. However, if ever it DOES become an issue for anyone, it can be cleaned with a variety of free tools.
