God is "up there" and hell is "down there in fire of the earth's center". The word "torture" in not found in Christianity. And in truth, hell is not much heard of in the Roman Catholic Church. We are called to turn to God and live, and whatever else is down there is not even postulated on. Maybe "they" are burned forever, or in a flash of a second, or exist in a cold and lonely wandering forever lost to love. Now, either the holy angels and the lamb are in hell, or someone other than Satan is turning the spit in heaven, because Satan is a sinner, and you said sin wasn't allowed in heaven.
