Nope. A galactic rotation curve has a star's velocity a function of the 
distance from the center ONLY.  If there were any such asymmetrical 
rotation, it would have been mentioned.

Why is the speed the same all the way around? Probably because the mass of
the center galaxy is largely spherically symmetric.

once again goes off into the weeds kooking about precessing spinny things.

Never have you explained the enormous violations of the laws of physics
necessary for this to happen, such as conservation of angular momentum,
where does the enormous torque necessary for this to happen come from, etc. 
etc.
