Along comes an energetic gamma photon, and it produces an electron-positron pair. Since a proton is not produced, we now have an electron which is not paired with a proton, since there is no proton to pair it with, since every other proton is already paired with an electron. (And what about the positron? Is every positron paired with an antiproton somewhere?)
