No, kook, that is NOT how it is at all.

How a legitimate broker works: Investors give their cash, which you call
worthless, to the broker who then uses all the investor's money to buy
and sell, hopefully at a profit, investment instruments such as stocks,
bonds, futures, contracts, etc. The broker sends the investors a regular
statement of their investments current worth.

How Madoff did it: Investors gave Madoff their cash, which you call
worthless, and then Madoff just tucked the money away without doing
anything with it. He then sent regular phoney statements showing the
investment was returning far more then any current legitimate investment.
This induced his suckers to tell everyone they knew what a great broker
Madoff was and resulted in lots more suckers. If someone wanted to get
the regular profits, Madoff sent them the money out of all the money
he had squirreled away. Since Madoff made no investments and their were
no profits, the only source of cash was new investors. Eventually the
whole thing came tumbling down when he was unable to pay anyone off.

This is called a Ponzi scheme and has absouletly nothing to do with the
quaint archaic idea that money has to be backed by metal bars in a vault.
