I dunno if most NNTP operators will add another hierarchy, but if you really want, give it a try. I don't run a news server, but I run a web gateway (only German groups currently). It's far more common to indicate the language -- if not English -- with an international "language" hierarchy. That's why you are being advised to use it.* for Italian-language discussion and fr.* for French-language discussion.
