True, but it's not just the TV episodes. The Doctor Who Adventure Games
for example were free downloads for UK residents, but people anywhere
else had to pay for them.

There's also contractual obligations. The original UK version of Top
Gear is often shortend in other countries. The main part often cut-out
is the "Star in a Reasonably Priced Car" because the "star" celebrity
(or their manager) has only signed over the UK rights for their
appearance, not the rights in other countries. More recently this seems
to have been less of a problem with.
