Time Machine can be used to retrieve individual files, or even previous
versions of files that still exist. You can also use Time machine to
open the old files to copy text or whatever from them without fully
retrieving them. Individual files can be retrieved from Time Machine in
the Finder, or opened from Time Machine in whichever app they were
created in (assuming the developer has included that functionality of
course).

The biggest "problem" with Time Machine is that is does store multiple
copies of files when they have been changed, so it takes up more space
than a simple syncing back (it's the same issues with Apple's silly
"Versioning" system, which is a pain in the backside!). That's why I
don't use Time Machine and prefer Carbon Copy Cloner. Most syncing
backup apps can be set to keep copies of files no longer on the source
drive, which would help in your situation even if another sync has been
done since you emptied the Trash.
