Not sure why anyone would WANT to read this on a linux system, since its

It’s UTF-16.  The first two bytes are a byte order mark.

I support Windows, Linux, Apple.  I really do not have a choice

what it is up to.

Two comments on the general problem here:

    1) Sometime within the last decade, I noticed that, by default, Windows
	exports Registry files in this weird format (the one you've observed in
	your test file).  The "real solution" - and the one that I always
	employ - is to export them sensibly from the start (by choosing the
	"old" format in some drop down menu in the Registry Editor).  I
	think the "old format" is listed as "Win95/Win98" format; that'll
	get you straight ASCII output.

    2) However, assuming that you cannot control the source, it should be
	pretty easy to convert it, either using some homebrew solution or
	the "iconv" program - as others have suggested...

I would assume there is a Windows program somewhere that reads those
registry modification files without applying them. I'm sure you are not
the first one wanting to inspect such a file previous to using it, but
most probably in the windows side of the world.

Once you find such an application, perhaps it will run under wine.


Another idea would be asking in a wine group whether there is a tool to
read regedit files.

In fact, "apropos wine" produces this:

regedit (1)          - Wine registry editor

and the program can take a file as argument.

You're overthinking this.  It is easy enough to find tool(s) for either
platform that will view and/or convert the file, but, surprisingly enough,
"regedit" (on either platform) isn't it.  Regedit is, surprise! surprise!,
for editing the registry (you know, the actual registry), not for
viewing/converting .reg files.  AFAIK, it can only read (i.e., apply) and
write/store/export (pick your verb) these files.

Luckily, there is no actual need to convert the file, from the point of
view of the regedit program, since it can read (i.e., apply) files in
either format.

But note, of course, that (blindly) applying the file is precisely what the
OP is trying to avoid.

Wine comes with "notepad.exe" which will read them.  I'd rather
do it in Linux though

"correctly" - i.e., without the nulls between each character?  I.e., that

Wine is Linux native. Applications you run on it maybe not, but Notepad
comes with wine... to me, it qualifies. Using the Windows notepad
perhaps would not.

Remember, Wine Is Not an Emulator :-)

That's not for reading, but for "executing", with Windows regedit. No
point in reading that in Linux.

The probable purpose is to change some Windows behaviour.
