Two comments on the general problem here:

    1) Sometime within the last decade, I noticed that, by default, Windows
	exports Registry files in this weird format (the one you've observed in
	your test file).  The "real solution" - and the one that I always
	employ - is to export them sensibly from the start (by choosing the
	"old" format in some drop down menu in the Registry Editor).  I
	think the "old format" is listed as "Win95/Win98" format; that'll
	get you straight ASCII output.

    2) However, assuming that you cannot control the source, it should be
	pretty easy to convert it, either using some homebrew solution or
	the "iconv" program - as others have suggested...
