Ugh, I hate when ISPs think that helps the spam situation any better.
That's like treating a laceration on your leg with an amputation.

Anyways, because of this a lot of mail providers still accept mail on
port 587 (submission) STARTTLS. If port 25 is blocked and your ISP
won't unblock it after you call them try port 587.
