Some programs (e.g., Emacs) have another use for Ctrl-H than
delete-backwards.

Yes.

Supposedly the VT220 produced DEL from the <x| key (which is in the
position where the Backspace key is on a modern PC keyboard). The
Linux console produced DEL for the Backspace key for this reason, and
eventually xterm and the rest of the applications followed, at least
in the Linux ecosystem. I don't know if other Unixes have reached
that state yet, or are still in configuration mess state.

There was a configuration mess everywhere: Applications could be
configured to use either BS or DEL for a function, and terminal
emulators could be configured to produce BS or DEL for various keys,
etc.
