You could also write "standardized subset of Forth". Or, if you want
it shorter and more precise, "Forth-94", "Forth-2012" etc.
There are many Forth languages. A significant number of them are so
close to each other that they have a standardized subset that was
documented in one of the standards for Forth. A number of common
features are not documented there. That does not mean that these
features are not in "*the* Forth language", because the standard is
not "*the* Forth language". A warning example of what happens when
compiler writers see a weak standard as "*the* language" is C.

Yes, there is, and it's from the same guy who wrote cmForth, which you
cite as authority for tail call elimination. So, if he's the leader
that we should follow, maybe we should change what OR does?

I found the performance spread between the COND...WHEN variants and
the others surprising.
