If I understand these "black boxes" correctly, I would consider the
first box to be a conforming C implementation that requires the second
box (or something equivalent) to function.

I have a C implementation running on my computer (along with an
operating system and a lot of other software and data). Neither my
computer nor the C implementation will operate without electrical power.
The power plant that provides me with electricity is not part of the C
implementation, even though it or something like it is a prerequisite
for the C implementation to work. Neither is the Sun.
