This sets values[0] to 100 and all the other four elements to 0. The

Not, I think, as the version that sets all of the elements of values to
the same initial balance.

I don't think you gain much be using scanf_s here and it makes the code
dependent on functions that are not universally available.

This width of 6 means the headings don't line up with the data columns
printed later. And using %d is very odd given that the value being
printed is a floating point one. I'd use %7.2f here just as below and
I'd probably put that in a macro as well so I could change the width in
one place:

printf(FLOAT_FMT, low_rate + i);
