I have no idea how or whether that was intended to answer
my question.  If you're just saying that all-bits-zero must be
a valid representation of 0 for any integer type, then that's
correct.  If you're saying that that has something to do with data
transmission, it sounds like nonsense to me.  Communication protocols
just have to be designed to work correctly for any sequence of bits.
