It's certainly possible for an implementation to *choose* to allocate an
array object at a stricter alignment than that of its element type, but
I don't think it can require such an alignment.

To take a concrete example, suppose int is 4 bytes with a 4-byte
alignment requirement.  Given:
    int arr[8];
either arr[0] or arr[1] can be the start of an int[2] object.
(But some operations might be faster if arr is aligned to 8 or even
16 bytes.)

(Proving this from the normative wording of the standard is left as an
exercise.)
