This offset gives you alignment, which you then use in
RALLOC_ALIGN_UP in a way I don't understand:

Suppose mp_ptr is 5 and mp_align is 3:
(5 + 2) & (~2) = 111b & 101b = 101b = 5
and 5 is not divisible by 3. Is it supposed to work for
powers of two alone?
Why do you treat zero size as unity in rallocex():
if (! size) {
size = 1;
}
How can its `align' argument be zero:
if (! align) {
align = RALLOC_ALIGN_MAX;
}
