All files are binary. However, we usually refer to files where the binary data is human readable (i.e. organized character info) as being text files. This would exclude types like XML which are human readable but whose primary intention is not to be human readable. The purpose of such "mark up" files is to be parsed by digital machines. So a text file must contain binary data that is specifically intended to be parsed (i.e. read) by humans. Certain configuration files contain data that is intended both to be human readable and machine parsable. CSV files would also be found here. Traditionally, text data was considered to be data bytes with the MSB = 0, i.e. ASCII. But post-Unicode that is no longer valid.
